The context

Uganda’s 2025 Mpox response required national coordination of case management and infection prevention and control across facilities operating at very different levels of readiness. Africa CDC deployed a National Focal Point to hold that portfolio.

What the work involved

The role covered clinical case-management coordination and IPC standards across participating facilities, working within the Ministry of Health’s response structure.

The distinctive contribution was methodological. Outbreak case management is usually audited — where it is audited at all — against ad hoc checklists built for the emergency and discarded afterwards. Instead, an audit tool was designed on ISO 9001:2015 foundations, giving the assessment a recognised quality-management structure, defensible grading of findings, and a form that survives the outbreak that prompted it.

That tool was adopted by Uganda’s Ministry of Health.

What it demonstrates

This is the join between Celenara’s two consulting strengths. Public health emergency work and formal quality management are rarely held by the same person; a CQI/IRCA-qualified Lead Auditor who has also served as an outbreak focal point can build assessment instruments that satisfy both the epidemiologist and the auditor.
